On October 2, 2025, the Canada Border Services Agency (CBSA) announced its fourth sunset review final determination concerning carbon steel fasteners originating in or imported from mainland China and the Taiwan region. The CBSA concluded that the termination of the existing anti-dumping and countervailing measures would likely result in the continuation or recurrence of dumping and subsidization.
The Canadian International Trade Tribunal (CITT) is expected to issue its final injury determination in this case by March 11, 2026. The case dates back to April 28, 2004, when Canada first launched anti-dumping and countervailing investigations against carbon steel fasteners from China, and an anti-dumping investigation against those from Taiwan. On January 7, 2005, Canada officially began imposing anti-dumping and countervailing duties on products from China and anti-dumping duties on those from Taiwan. The measures were subsequently extended in 2010, 2015, and 2020. This fourth review reflects Canada’s continued scrutiny of carbon steel fastener imports from China and Taiwan.
